(Chapter 370)

Scheme annexed to Plan No. HKD30910-GZ0002 under section 5 describing Construction of Turnaround
at the Junction of Salisbury Rd with Canton Road

General Description of the works

Under powers delegated by the Secretary for Transport and Housing under section 3(3) of the Roads (Works, Use and Compensation) Ordinance (Chapter 370), the Permanent Secretary for Transport and Housing (Transport) proposes to execute the road works within the limit of works area as shown on Plan No. HKH D30910-GZ0002(the "plan") annexed hereto and described hereunder. The proposed works are required to provide a turnaround for traffic to facilitate the future development of an open piazza planned by the Tourism Commission.

2. The general nature of the proposed works is as follows-

i) Construction of a turnaround at the junction of Salisbury Rd with Canton Rd;

ii) construction of a taxi stand, a taxi drop-off point, a coach pickup/ drop off point and bus stops on westbound of Salisbury Rd outside the Hong Kong Cultural Centre;

iii) temporary closure and reconstruction of sections of the existing carriageway and footpath;

iv) permanent closure of sections of the existing carriageway and footpath.

v) permanent closure of existing public transport interchange upon commencement of the construction of the planned open piazza. The vehicular access to and from the existing public transport interchange will be maintained until the permanent closure takes place; and

vi) ancillary works including landscaping, drainage, lighting and utility diversion works, and installation of traffic lights.

Roads to be Closed

3. For the purposes of or incidental to the works or the use, the Permanent Secretary fro Transport and Housing (Transport)proposes the at powers under section 17 of the Ordinance may be exercised to close permanently the exiting public transport interchange and sections of the existing carriageway and footpath within the limit of works area as shown on the Plan. Temporary alternative accesses will be provided and temporary diversions will be carried out during the construction period as and when required. Further notice, setting out the manner in which such public transport interchange, carriageway and footpath are to be closed, will be issued under section 18 of the Ordinance as and when required.

Apparatus Whose Course or Position to be Altered

4. For the purposes of or incidental to the works or the use, the Permanent Secretary for Transport and Housing (Transport ) propose that powers under section 20 of the Ordinance may be exercised to require alteration of the course or position of the existing utility services, such as electricity cables and ducts, telecommunication cables and ducts, water mains, gas mains and any other service apparatus lying within the limit of works area setting out the manner in which the course or position of such apparatus is to be altered and the repair of any road surface, will be issued under section 20 of the Ordinance as and when required.

說明梳士巴利道與廣東道交界建造迴旋處工程

工程的一般說明

運輸及房屋局常任秘書長(運輸)根據運輸及房屋局局長按<<道路(工程、使用及補償)條例(第370章)第3(3)條所授的權力，現擬進行上述道路工程，施工範圍載於附連圖則第HKHD30910-GZ0002號(下稱"該圖則")，並在下文說明。進行建議工程，是為設置車輛迴旋處，以便日後興建旅遊事務署籌劃的露天廣場。

2. 建議工程的一般性質如下:

(i) 在梳士巴利道與廣東道交界建造迴旋處;
(ii)在香港文化中心對開的梳士巴利道西行線建造的士站、的士落客處、旅遊巴士上落客處和巴士站;
(iii) 暫時封閉並重建現有行車道和行人路的部分路段;
(iv) 永久封閉現有行車道和行人路的部分路段;
(v) 在擬建露天廣場的建造工程展昇後，永久封閉現有的公共運輸交匯處。來往現有公共運輸交匯處的車輛通道繼續開放，直至永久封閉的命令生效為止;以及
(vi) 進行附屬工程，包括環境美化、渠務、照明、公用設施改道和交通燈安裝工程。

封閉道路

3. 運輸及房屋局常任秘書長(運輸)建議行使該條例第17條賦予的權力，為工程或使用或附帶事宜的目的，永久封閉該圖則所示施工區範圍內現有公共運輸交匯處以及現有行車道的部分路段，並暫時封閉該圖則所示施工區範圍內現有行車道和行人路的部分路段。在施工期間，當局會根據該條例第18條的規定另行發出通告，說明封閉該等公共運輸交匯處、行車道和行人路的方法。

改動器具的路線或位置

4. 運輸及房屋局常任秘書長(運輸)建議行使該條例第20條賦予的權力，為工程或使用或附帶事宜的目的，規定有關方面改動施工區範圍內現有公用服務器具的路線或位置，例如供電電纜及導管、電訊山電纜及導管、水喉總管、供氣主喉，以及任何其他服務器具的路線或位置，並修補在任何因此而受騷擾的道路路面。如有需要，當局會根據該條例的第20條的規定而發出公告，說明改動該器具的路線或位置並修補任何道路路面的方法。
